The program sends every donating coin's 0.80% to one escrow and pays it out in batches of at least 0.12 XMR, within the current limits below. Coins are matched to payments first in, first out.

How to verify.
The address is fixed in the XMR ROOTS program and is the one published on getmonero.org:
In monero-wallet-cli: check_tx_key <tx id> <tx key> <address>. In the Monero GUI: Advanced, Prove/Check, Check transaction, then paste the tx id, the tx key and the address. Both show the amount the address received.
